This should be vetoed it is against the rules to trade a pick while on the clock, it is stated clearly in the draft rules .

5. You are allowed to trade picks in the trades board, as long as they are confirmed and processed before or within 15 minutes of the pick. It will be voted on by all managers, and will be approved with 4 approvals and vetoed with 4 vetos.
